Resocialization and Rehabilitation at the National Agency for Crime Prevention, Execution of Non-custodial Sentences and Probation.

The resocialization and rehabilitation process at the National Agency for Crime Prevention, Execution of Non-custodial Sentences and Probation aims to assess persons in conflict with the law, identify risks and needs, support them, lead a crime-free daily life, and promote the prevention of reoffending. However, the reintegration and rehabilitation of a probationer into society is a long-term and complex process and requires the involvement of both the beneficiary himself, as well as the support of professionals (social workers, psychologists, probation officers), family members, friends, and the community.

One of the important factors contributing to successful resocialization is the accessibility, effectiveness, and diversity of rehabilitation programs and various services designed for persons in conflict with the law, which, in turn, takes into account the best interests and needs of the beneficiary, helping the person fully integrate into society.

 

- Mission of Resocialization- Rehabilitation Department of Convicts and Former Convicts

The mission of the Resocialization and Rehabilitation Department for Convicts and Former Convicts is to deliver individualized rehabilitation services that support beneficiaries in reaching their full potential and enhancing their reintegration. This approach upholds high human rights standards while also contributing to public safety by reducing recidivism.

 

The goal of the Department of Resocialization- Rehabilitation of Convicts and Former Convicts is to promote the rehabilitation and resocialization of probationers, former prisoners and excluded persons, taking into account their needs, abilities and desires and ensuring safety for society.

The main activities of the Department of Resocialization- Rehabilitation of Convicts and Former Convicts:

  • Development and implementation of professional standards in the field of rehabilitation-resocialization;
  • Determination of the needs for the development of professional skills of social workers and psychologists, promotion of qualification improvement and organization of periodic professional retraining;
  • Professional supervision of the activities of social workers and psychologists;
  • Development/adaptation, implementation and management of psychosocial, educational and rehabilitation programs and projects;
  • Ensuring the preparation of qualified individual assessments, provision of relevant services and supervision of the process;
  • Providing services tailored to the risks and needs of the Agency's beneficiaries. Implementation and functioning of a system for monitoring and evaluating the rehabilitation-resocialization process;
  • Cooperation with relevant international and local organizations in the field of rehabilitation-resocialization, in order to implement best practices.

 

Rehabilitation and resocialization programs are structured into five main areas:

Each direction of resocialization-rehabilitation includes several programs. The rehabilitation component is part of the individual sentence execution plan. The mandatory and/or voluntary rehabilitation services specified in the individual sentence execution plan are implemented in the form of individual and/or group sessions, the delivery of which is ensured by psychologists and social workers.

 

Services:

  • Free ID Card Issuance: Program beneficiaries receive a free identification card.
  • Free Municipal Transport Card: Beneficiaries are provided with a travel card, enabling them to access the services offered by the Center without transportation barriers.
  • Psychological Consultation: Based on individual or family needs, a psychologist may be assigned to the case, offering counseling, referring the beneficiary to relevant institutions when needed, and providing accompaniment if required.
  • Legal Assistance: Former prisoners receive legal support from the Center’s lawyer based on their specific needs. In some cases, they may be referred to partner governmental or non-governmental organizations for additional legal aid.
  • Healthcare Support: Former prisoners primarily receive healthcare services through state programs. A social worker helps them navigate various medical needs using universal or other types of insurance and referral services. Additionally, partnerships with non-governmental organizations provide further medical support and interventions.
  • Promotion of professional retraining - in state vocational colleges and retraining centers.
  • Informal education / thematic trainings.
  • Foreign language and various subject courses.
  • Sports, cultural and educational events.
