Juvenile Referral Center
Juvenile referral is the coordination of activities aimed at the rehabilitation, resocialization, and socialization of juveniles who have not reached the age of criminal responsibility and who have deviant behavior.
Mission of the Juvenile Referral Center
The Juvenile Referral Center is a structural unit of the National Agency for Crime Prevention, Execution of Non-custodial Sentences and Probation of the Ministry of Justice of Georgia.
The goal of the Center is rehabilitation, resocialization, socialization of juveniles who have not reached the age of criminal responsibility and have deviant behavior, while preventing crime through an institutional and complex approach.
The target group of the Juvenile Referral Center
- juveniles aged 7 to 14 years, actions of whom are reasonably assumed by the responsible authorities to violate the Georgian law.
- Minors aged 10 to 18 with deviant behavior, except in cases where a diversion process or criminal prosecution has been initiated against the person or a sentence of imprisonment has been imposed.
Activities of the Juvenile Referral Center
- Assessment of the individual circumstances, strengths, risks and needs of the minor;
- Inclusion of the minor in appropriate services/programs in accordance with the individual circumstances, strengths, risks and needs.
The rehabilitation-resocialization process at the Juvenile Referral Center includes:
- Individual counseling by a psychologist and a social worker;
- Psychosocial rehabilitation programs;
- Training modules focused on developing skills;
- Activities and projects aimed at constructive use of non-formal education and free time;
- Support for the minor's parent, guardian or caretaker;
- Legal counseling within the scope of competence.

- Prosecutor's Office of Georgia;
- Ministry of Internal Affairs of Georgia;
- Ministry of Education and Science of Georgia;
- Agency for State Care and Assistance for Victims of Human Trafficking;
- Department of Resocialization and Rehabilitation of Convicts of the Special Penitentiary Service;
- Self-referral (parent/legal representative);
